Could be a Tea Party comment!
It was technicallly caused by a misconfigured server not directly controlled by the engineer in question. The engineer assume everyone had done their jobs correctly and configured test server properly. The engineer was only indirectly made aware of an issue concerning email capabilities not working on that particular server that was being used to test some new features for the TIMS application. While the failure was blamed on a single engiineer, it was the ncdot’s fault for not properly maintaining internal testing systems or having a good roll out process for their various development efforts.
